M.Sc. Physics in Electronics and M.Ed., he Joined UttarakhandGovt Services in year 2005. In 14 years of his service he has served as Assistant Director, Uttarakhand Academy of Administration from year 2012 – 2016, In his previous posting he has served as Sub Divisional Magistrate of SadarAlmora (2016 – 2019), Dhari and Koshyakutauli. Meanwhile in 2017 he has also served as Executive Director of Bhulekh v Rajasv Police Sarvekshan v PrashikshanSansthan, Almora. Presently he is posted as SDMHaldwani&Kaladhungi as well as Administrator of MandiSamiti, Haldwani.
Areas of Interest – He has expertise in Training Revenue Act & Land Laws, Conduct Rules, Office Management, Promotions rules Regularization rules Management Exercises, Protocol Rules, State Guest Rules & Disciplinary Proceedings, RTI. Etc.

Dr. Raghunandan Singh Tolia Uttarakhand Academy of Administration UAoA (Uttarakhand Academy of Administration) originally established as Officers' Training School (O.T.S.) at Allahabad in 1951, was shifted to Nainital in 1971. In 1974 the institution was renamed as Administrative Training Institute (A.T.I.) and in 1988 it was raised to the status of Uttar Pradesh Academy of Administration (UPAA). In the year 2000, after creation of Uttaranchal as a separate state, the academy was named as Uttaranchal Academy of Administration (UAoA). Now Academy is known as Dr. Raghunandan Singh Tolia Uttarakhand Academy of Administration (DRTSUAoA).
